The Ministry of Planning and National Development (MoPND) has the vital and strategic role of leading, facilitating and coordinating national planning and development efforts.

The main functions of the ministry are: to provide data that is accurate, relevant and timely about the nation’s people and economy; to prepare and facilitate national and regional development plans; to formulate and enforce policy over its domain of responsibility; to mobilize domestic and external resources for the country’s development; to register and monitor local and international non-governmental organizations; to coordinate development activities taking place in the country; to ensure an efficient and fair allocation of development resources; and to be the main contact point of international development partners.
In September 2015, the UN General Assembly adopted the 2030 Agenda for Sustainable Development. This global “plan of action for people, planet and prosperity” is anchored on 17 Sustainable Development Goals (SDGs), the agenda’s results framework that captures universal aspirations across three dimensions of sustainable development: economic development, social development and environmental protection. The 2030 Agenda is an integrated, indivisible agenda, which balances the economic, social and environmental dimensions of sustainability, the success of which will depend on the extent to which coherent, evidence-based plans and policies are formulated and implemented at country, regional and global levels.
While the NDP II is well aligned with the global SDGs, localization of the SDGs to ensure they are aligned within the national context still needs to be taken forward. Localizing the SDG agenda has two main aspects. The first one is related to the establishment of national targets over the different years to ultimately realize the international agreed-upon targets, while the other aspect is related to the national ownership of the agenda. Under the overall guidance of the Director of the MoPND’s Planning Department, the young professional officers (YPOs) will provide analyses on SDG related trends and facilitate the formulation, management and evaluation of SDGs related goals, targets and indicators. Theywill have the responsibility to assist the SDG Office and the Director in charge for SDGs in day-to-day activities and produce results that match the required standards of quality, and within the specified timeframe. The primary reporting responsibility of the YPOs is to the Head of the Planning Section, and to the Director of Planning as the secondary supervisor.
Identify and work with key stakeholders across Government (across
sectors and at national and sub-national levels) to contribute to
policies and programs for the achievement of the SDGs.
Produce and disseminate information on SDGs implementation to
strengthen national and regional development policies, plans and
programs to achieve the SDGs, taking into account national and
regional realities, capacities and levels of development.
Manage the collection, analysis, reporting and dissemination of
information on progress against key indicators of sustainable
development as well as knowledge and tools on best practices.
Participate in the setting of agreed national indicators to track
progress against SDG goals.
Proposal of new datasets for indicators related to SDGs based on
analysis of existing data gaps and opportunities.
Contribute to addressing national development agendas and
priorities, and challenges that are related to SDGs implementation.
Generally, the YPOs will be supervised by and report to the Director of
Planning Department of MoPND, who will also carry out a performance
evaluation at the end of the assignment.
Duration of the Work

Bachelor degree in Development Studies, International Relations, Social
Work, Environment, Public Policy or other relevant fields of study.

Proven analytical skills and ability to conceptualize strategic

SDG-related programs in Somaliland.
Knowledge of environment-related programs and experience in
