1. Background

SOS Children’s Villages (CV) Somaliland is a Member Association of SOS Children’s Villages International, a federation which was first established in 1949 and focuses on the child’s development into a self-supporting and contributing member of society. SOS Somaliland is a Non-Governmental Organization (NGO) that is not for profit, non-sectarian and non-partisan and which has been in existence since 1999.

SOS Somaliland (SX) shares vision with SOS CV International and beliefs that every child belongs to a family and grows with love, respect and security. To realize this, SOS SX builds families for children in need, help them shape their own futures and share in the development of their communities.

SOS SX is committed to the welfare of children who lost parental care or at risk of losing parental care – often ensuring that children grow up in a loving family environment, and to strengthening families and communities as a preventive measure in the fight against child abandonment and social neglect, and upholds child protection policy as part of their commitment to the protection of children and youth from abuse.

SOS CV was established in Somaliland in 1999, when SOS started its first operations in Sahil region. Currently, SOS SX implements programs ranging from child care, child protection, youth empowerment and participation, education and emergency relief interventions. SOS SX is operational in three regions of Somaliland: Awdal, Marodijeh and Sahil, and a relationship with many stakeholders, including government authorities at national, regional and district levels, NGOs, INGOs, local communities, as well as other CSOs who are in and out of the operational area.

SOS Somaliland is committed to build its capacity on emergency response by establishing the necessary preparedness and capability to respond to emergency situations. Therefore, SOS SX wants to enhance capacity of its staff on emergency programming so that it creates competent workforce to respond effectively to emergency situations.

2. Objective of the Training

The aim of the training is to increase knowledge and skills on emergency programming of SOS SX staff so that the organisation will have a pool of competent workforce to effectively deliver relief assistance.

Specific Objectives of the training are to:

· Build capacity of staff on Emergency Preparedness and how to develop Response Plan (context analysis, risk analysis, scenario development and response strategy designing)

· Strengthen capacity of staff on Sphere Standards and how to use in emergency situation.

· Enhance understanding on Core Humanitarian Standard (CHS) of principled, accountable and high-quality humanitarian action and how to apply in emergency situation.

· Increase knowledge of staff on Emergency Project Cycle Management ( EPCM)

3. Training Methodology

A progressive and participatory methodology is recommended. In this regard, it is suggested that the approach used by the trainer/s should be presented mainly through a practical and participatory methodology, emphasizing experiential learning.

4. Number of Participants:

The training is simultaneously targeting management and field level staff. It is anticipated that a total of 17 -20 members participate in the training.

5. Duration of the Training

The training will be tentatively conducted for five (5) days from 12th – 16th January 2020.

6. Roles of the trainers

The trainer facilitator/s agree:

· The facilitator must share detailed training materials and programme ahead of time for quality check and approval.

· The facilitator shall provide a comprehensive process report at the end of the training program capturing all the above objectives.

· Training facilitator shall include training methodologies and photos in the report.

7. Profile of the training facilitator

· Good experience in emergency response and emergency preparedness (3 to 5 years)

· Understands well disaster cycle

· Understands well emergency project cycle management

· Understands well humanitarian principles, standards, frameworks and minimum standards

· Well experienced in designing and delivering training on emergency Code of conduct, Sphere handbook and CHS

· Practical experience in emergency preparedness planning

· Practical experience in developing minimum preparedness actions and advanced preparedness actions

· Experience in designing and implementing rapid needs assessments

· Experience in designing and implementing vulnerability and capacity assessments

8. Process of Submission of Documents

The titles of submitted documents should clearly state – terms of reference to conduct training on emergency programming.

Documents to submit

· Training contents and wok plan

· Price of consultant excluding venue, meals and refreshment of the participants

· CVs of the Trainer/s with evidence of previous experience of such kind of training

· Three references whom the trainer worked with in facilitating similar trainings.

Deadline for submission

The documents has to be received latest by 26.12.2019, by the end of the day. Documents received after the deadline will be not are considered.
