Hargeisa Group Hospital (HGH) is a public and national government owned hospital which was built in 1953. The HGH is the largest referral hospital in Somaliland which serves for all Somali landers in the provision of tertiary medical services with specialty care. It is also a clinical teaching hospital for Somaliland Universities.

The HGH is fully funded by the Government of Somaliland and solely off of money that is collected from taxpayers and thus, Somaliland Government is committed to improve its health care services ensuring standards and the satisfaction of its service users/clients.

Based on the above, the HGH and the Ministry of health development in collaboration SL Civil servant Commission initiated public hospitals management reforms and institutional changes on the importance of improving HGH health care/services in equity of access to appropriate clinical care and services for all residents/citizens.

Job Purpose

The Mental Health Administrator is the functional Head of Mental section. He/ she is responsible for the overall technical support to the Hospital Director.

The incumbent is a career senior civil servant appointed through a competitive process and is responsible for providing leadership and vision for achieving goals of the Hargeisa Group of Hospital. He/ She shall be responsible for providing technical and professional support to the Hospital Director.

·         Supporting the Hospital Director in all aspects of Mental Health services.·         Provide effective leadership, enabling the staff to improve performance of its functions and achieve set results

·         Coordinating the development and implementation of Mental Health services

·         Provide accurate and timely reporting on progress of implementation in clinical coordination policies, strategies and programs.

Objectives of the Job

Duties and Responsibilities:

The functions of Mental Health Administrator will be:

  • Develop appropriate and effective treatment in psychopharmacological, care and support interventions for mentally ill patients admitted in the Mental Health ward at HGH.
  • The functions of Mental Health Administrator will be:
  • Develop appropriate and effective treatment in psychopharmacological, care and support interventions for mentally ill patients admitted in the Mental Health ward at HGH.
  • Coordinate treatment care for mental disease section.
  • Interfacing with Families/Care takers for consent and support of treatment processes.
  • Assist treatment team in the identification of appropriate family reunification plans after recovered patients being discharged from the mental health ward at HGH
  • To organizes and ensure daily ward rounds and supervision in the mental section.
  • Organize and ensure daily OPD for clients with psychiatric disorders and other mental health needs is updated.
  • Delegate and interface with mental health treatment team, contributing to the case conceptualization, treatment plans and assessing the ongoing effectiveness of the assignments
  • Develop work schedule and plans for the mental health staff to be familiar with their workout.
  • To ensure accuracy and update in mental health client’s documentations to oversee the progress achieved.
  • Develop weekly, monthly, quarterly and annual reports for mental health achievements and progress.
  • Develop plans on job and in-house trainings and coaching for mental health staff.
  • Ensure collaboration with hospital departments and perform liaison team with their special schedule to support all of the sections in the Hospital.
  • Lead and inform continues risk assessment in order to ensure safety of the staff and clients.
  • Lead forensic team and investigations
  • Assessing and evaluating of compos mentis (having full control of one’s mind and actions) status of anyone suspected of mental health illness.
  • Assist the Hospital in any issues related to mental Health.
  • Observe the ethics and confidential of mental Health work.
  • To other duties assigned by supervisor.

Reporting Arrangements

The Mental Health Administrator in Hargeisa Group Hospital will report to the Director General Hargeisa Group of Hospital.


The Mental Health Administrator will be responsible for the production of the following deliverables:·         Mental Health policies and regulation for Hargeisa Group Hospital Mental Health staff

·         Hospital training manuals & models.

·         Capacity building programs and reports

·         Quality assurance framework and accredited standards Manual

·         Monthly, quarterly and annual progress reports


Qualification and Experience:

  • A minimum of Bachelor Degree of medicine with post-graduate degree in psychiatric and other related discipline from a recognized University or equivalent professional qualification.
  • Master and specialization in Mental Health with credit.
  • Five years’ experience, three (3) of which must have been at Mental Health Services position in the public/private service.
  • Must be a member of Somaliland Medical Association and have NHPC License.
  • Have good communication skills and able to work under pressure.
