Background

Hargeisa Group Hospital (HGH) is a public and national government owned hospital which was built in 1953. The HGH is the largest referral hospital in Somaliland which serves for all Somali landers in the provision of tertiary medical services with specialty care. It is also a clinical teaching hospital for Somaliland Universities.

The HGH is fully funded by the Government of Somaliland and solely off of money that is collected from taxpayers and thus, Somaliland Government is committed to improve its health care services ensuring standards and the satisfaction of its service users/clients.

Based on the above, the HGH and the Ministry of health development in collaboration SL Civil servant Commission initiated public hospitals management reforms and institutional changes on the importance of improving HGH health care/services in equity of access to appropriate clinical care and services for all residents/citizens.

Job Purpose

The Matron is the functional deputy manager of the HR dept. He/she is responsible for the overall technical of Human Resource management support to the HR Manager.

The incumbent is a career senior civil servant appointed through a competitive process and is responsible for providing leadership and vision for achieving goals of the Hargeisa Group of Hospital. He/ She shall be responsible for providing technical and professional support to the HR manager, Deputy Hospital Director and Hospital Director.

Objectives of the Job

  • Supporting the HR manager, Clinical Coordinator and Hospital Director in all aspects of Human resources management services.
  • Provide effective leadership, enabling the medical staff (Nurses) to improve performance of its functions and achieve set results
  • Coordinating the development and implementation of Human resource management services by managing hospital medical staff, preparing work schedules and shifts.
  • Provide accurate and timely reporting on progress of implementation in human resources policies, strategies and programs.

Duties and Responsibilities:

The functions of Matron will be:

  • Monitoring and Supervising of medical Staff and Students and arranging with Institutes/Universities students placement
  • Perform performance and appraisal for Medical staff, Nurse, Midwives,
  • Monitors the attendance of medical staff and ensure staffs are on board on the schedule working hours.
  • Works with hospital administration to ensure cleanliness of hospital/wards/ laundry/sterilization systems.
  • Supports and develops Nursing/Patients care plans and services in the coordination of the employee work assignments, performance evaluations, and medical staff development
  • Ensures that protocols and procedures of patient care are followed and updates when required.
  • Plans and recommends to the Hospital administration new facilities or equipment needed to provide better patient care and services
  • Conducts wards rounds and supervises and delegates wards in-charge and other staff
  • Must be Member of the hospital quality assurance team.
  • Monitors staff uniforms, ethics, professional standards, scheduling shifts and rooster.
  • Monitors and audits standard patient care
  • Ensures that all documentations, reporting, patients care, plans protocols /TX, diagnostics ETC is followed
  • Organizes in-services trainings and recommends with programs of education and additional trainings to contribute better patient care and professional development of nursing cares/services including orientation of new medical employees
  • Ensures prevention and control of hospital acquired infections
  • Assists HR manager in Human resources management practices and participates in problem-solving, policy forming discussions/meetings for nursing/patient care services.
  • Maintains close coordination with all units, sections and departments of HGH to insure continuity and collaboration in the provision of better service delivery
  • Raise the profile of the hospital and Nursing/midwife professionals.
  • Deals with conflicts/interpersonal relationships among medical and non-medical staff.
  • Records incidents /staff injuries and patients injuries/ health safety measurement and risk management
  • Other duties assigned by supervisor.

Reporting Arrangements

The Matron of Hargeisa Group Hospital will report to the HR Manager Hargeisa Group of Hospital.

Deliverables

The Matron will be responsible for the production of the following deliverables:

  • Application of HR policies and regulation for Hargeisa Group Hospital Medical/technical staff
  • Hospital training manuals & models.
  • Capacity building programs and reports
  • Quality assurance framework and accredited standards Manual
  • Monthly, quarterly and annual progress reports

Qualification and d Experience:

  • A minimum of Bachelor Degree of Nursing and Midwifery and other related discipline from a recognized University or equivalent professional qualification.
  • Postgraduate Diploma in management or equivalent.
  • Five years’ experience, three (3) of which must have been at Nursing and Midwifery position in the public/private service.
  • Certificate NHPC registered is essential.
  • Have good communication skills and able to work under pressure.
