Background

The Local Government Institute (LGI) is mandated to build the managerial and administrative capacities of staff and members of local government, as well as other persons or bodies interested in governance. The institute currently offers short- term training and academic programmes of approved content and standard. The LGI is motivated to pursue its mandate with a capacity building for local government staff and staff orientation.

The Director of Local Government Institute reports to the Director General of the Civil Service Institute.

Duties and Responsibilities:

  • Reports to the Director General Local Government Institute.
  • Serves as Director of training for the Local Government Institute
  • Responsible for planning, coordination and implementation of training, research and consultancy activities in the Local Government Institute
  • Responsible for Curriculum development.
  • Management of day to day training activities at LGI.
  • Manage the affairs of trainees, trainers and consultants of the Local Government Institute related activities.
  • Formulating policy guidelines, regulations and procedures for development and management of the LGI programs.
  • Planning and supervising implementation of LGI activities and programs.
  • Directing data collection, analysis and storage in respect of LGI activities and programs.
  • Preparing discussion papers for Council and Academic Board meetings.
  • Coordinating activities required for maintenance of academic standards of CSI/LGI.
  • Develop timetables, academic calendars, activity plans for LGI staff and coordinate administrative activities with the administration and support directorate of the CSI/LGI.
  • Custody of all students and instructors’ records.
  • Training new trainers on training methodologies and procedures.
  • Coordinating examination and certification process.
  • To play a unifying role in supporting the LGI core business of teaching, learning, research and consultancy.
  • To provide services to trainees and students, both prospective and current, for superior performance at their stations.
  • To provide student success through excellence in teaching and learning, innovation, discovery and creativity.
  • To manage the graduation process for the students who complete their studies successfully.
  • To coordinate the overall administration of the LGI with CSI/LGI administration.
  • To co-ordinate all research activities in LGI including the provision of potential research funding agencies and development of research proposals.
  • To facilitate establishment and sustaining of all collaborations with relevant partners.
  • To aid in student administration, guidance and academic support services.
  • To disseminate research results to the community and other end users.

Reporting Arrangements

The Deputy Director General of Local Government Institute will report to the Director General of Local Government Institute.

Qualification and Experience:

    • Hold a master’s degree in Urban Management, Public Management, Public Administration, MBA, or any other relevant social science and humanity field.
    • Have at least five years of experience in senior management position in a similar organization.
  • Have a wide range of experience and knowledge in tertiary education administration and management.
  • Have good communication skills and able to work under pressure.
