Background

Hargeisa Group Hospital (HGH) is a public and national government owned hospital which was built in 1953. The HGH is the largest referral hospital in Somaliland which serves for all Somalilanders in the provision of tertiary medical services with specialty care. It is also a clinical teaching hospital for Somaliland universities.

The HGH is fully funded by the Government of Somaliland and solely off of money that is collected from taxpayers and thus, Somaliland Government is committed to improve its health care services ensuring standards and the satisfaction of its service users/clients.

Based on the above, the HGH and the Ministry of health development in collaboration SL Civil servant Commission initiated public hospitals management reforms and institutional changes on the importance of improving HGH health care/services in equity of access to appropriate clinical care and services for all residents/citizens.

Job Purpose

The Deputy Clinical Coordinator is the functional Head of the section and job facilitator for the Clinical Coordinator.He/she is responsible for the overall technical support to the clinical coordination dept.

The incumbent is a career senior civil servant appointed through a competitive process and is responsible for providing leadership and vision for achieving goals of the Hargeisa Group of Hospital. He/ She shall be responsible for providing technical and professional support to the Clinical Coordinator.

Objectives of the Job

·         Supporting the Clinical Coordinator in all aspects of Clinical Coordination services.·         Provide effective leadership, enabling the Managers to improve performance of its functions and achieve set results

·         Coordinating the development and implementation of Clinical Coordination services

  • Provide accurate and timely reporting on progress of implementation in clinical coordination policies, strategies and programs.

Duties and Responsibilities:

  • The functions of Deputy Clinical Coordinator will be:
  • To facilitate supervision Hospital wards, OPD and Emergencies on daily basis to ensure clients visiting HGH are provided with better services.
  • To facilitate and follow up daily activities cases and assign doctors and specialized units to oversee the problems occurring in the hospital.
  • Facilitate in the preparation of monthly reports and prepare daily hospital care plan & circulate the plans to technical team.
  • Coordinate in the development of monthly reports and prepare daily hospital care plan & circulate the plans to technical team.
  • Develop work schedule and duty shifts of the hospital and attached the schedule on board in the absence of clinical coordinator.
  • Cooperate and facilitate internship program and other students coming for Clinical Teaching and work closely with the clinical coordinator of the Universities and HGH Group clinical coordinator.
  • Facilitate in preparation of weekly, monthly, quarterly and annual reports for the clinical care section of the Hospital.
  • Support clinical coordinator in managing emergences and major accidents and undertake precautionary measures to ensure safety and security of the hospital.
  • Ensure health care quality improvement and client’s safety of the HGH.
  • Organize training and workshops for the Clinical care staff based on the training needs require by the medical staff.
  • Support and participate in managing emergences and major accidents and undertake precautionary measures to ensure safety and security of the hospital.
  • Facilitate & Participate in Hospital Managerial meetings and workshops and share minutes with doctors under the clinical coordination section.
  • Deputy Clinical Coordinator will be accountable for Clinical CoordinatorP
  • To Other duties assigned by supervisor.

Reporting Arrangements

The Deputy Clinical Coordinator in Hargeisa Group Hospital will report to the Clinical Coordinator of HGH.

Deliverables

The Deputy Clinical coordinator will be responsible for the production of the following deliverables:·         Clinical Coordination policies and regulation for Hargeisa Group Hospital staff

·         Hospital training manuals & models.

·         Capacity building programs and reports

·         Quality assurance framework and accredited standards Manual

  • Monthly, quarterly and annual progress reports

Qualification and d Experience:

  • A minimum of Bachelor Degree of medicine and surgery, Public Health and other related discipline from a recognized University or equivalent professional qualification.
  • Five years’ experience, three (3) of which must have been at Clinical Coordinator position in the public/private service.
  • Certificate NHPC registered is essential.
  • Have good communication skills and able to work under pressure.
