Background

Hargeisa Group Hospital (HGH) is a public and national government owned hospital. The HGH is the largest referral hospital in Somaliland which serves for all Somalilanders in the provision of tertiary medical services with specialty care. It is also a clinical teaching hospital for Somaliland universities.

The HGH is fully funded by the Government of Somaliland and solely off of money that is collected from taxpayers and thus, Somaliland Government is committed to improve its health care services ensuring standards and the satisfaction of its service users/clients.

Based on the above, the HGH and the Ministry of health development in collaboration SL Civil Service Commission initiated public hospitals management reforms and institutional changes on the importance of improving HGH health care/services in equity of access to appropriate clinical care and services for all residents/citizens.

Job Purpose

The Hospital Cashier is the functional sub-unit of Finance Section. He/she is responsible for the overall technical, financial management of the sub-unit. The incumbent is a career civil servant appointed through a competitive process and is responsible for providing leadership and vision for achieving goals of the unit. He/she shall be responsible for providing technical and professional support to the Finance Officer (Hargeisa Group of Hospitals)

Objectives of the Job

  • Supporting the Administration & Finance Manager in all aspects of Financial Management
  • Provide effective leadership, enabling the Finance section to improve performance of its functions and achieve set results.
  • Coordinating the development and implementation of Financial Management.
  • Provide accurate and timely reporting on progress of implementation of Finance policies, strategies and programs.

 Duties and Responsibilities:

The functions of Hospital Cashier will be:

  • Perform Sales transactions in a timely manner.
  • Enter all sales into cash register to ensure purchases are accurately recorded.
  • Make changes; accept checking balance cards and other acceptable forms of payment and issues receipt to customers.
  • Follow standard procedures for issuing cash refunds.
  • Interact with customers and resolves customer complaints in a friendly, service oriented manner.
  • Ensure compliance with Hospital service standard, inventory and cash control procedures.
  • To maintain daily, weekly, and monthly records of fees collected and reported Head of Finance.
  • Entering and verifying appropriate codes and explanation of patient account system.
  • Develop financial statements to the Head of Finance and prepare correspondence and bill for patients.
  • Develop payment records and adjust to computerized system or post to manual records.
  • Processing bills for in-patient and outpatient for HGH.
  • To handle cash both within the Office and at the bank.
  • To manage cash, cheques and payments
  • Effective control of sensitive documents which include cash ledgers/books, cheque book, receipt book, vouchers and petty cash records.
  • Work with patience during extra ordinary hours
  • Follow emergency duty calls and instructions from his/her supervisor and Hospital Management
  • Other duties assigned by supervisor

 

Reporting Arrangements

The Hospital Cashier in Hargeisa Group Hospital will directly report to the Admin and Finance Manager.

Deliverables

The Hospital Cashier will be responsible for the production of the following deliverables:

  • Cash management administrative procedure/system
  • Financial management policies
  • Capacity building programs and reports
  • Quality assurance framework and accredited standards Manual
  • HGH regulations both clinical and non-clinical

Qualification and Experience:

  • A minimum of 1st Degree in Accounting and Finance, Economics or related discipline from a recognized University or equivalent professional qualification.
  • Five years’ experience, three (3) of which must have been at the senior accountant/ cashier in the public service
